Pack 28 serves the Dunstable, Massachusetts community. It was originally chartered in 1982 and has remained active as a member of the Greater Lowell District in the Yankee Clipper Council.

There are currently 49 active Cub Scouts and five Dens. The pack meets regularly at the Dunstable Evangelical Congregational Church.

Over the years, 7 Cubmasters and numerous Den leaders have led approximately 600 boys through the ranks.
